Universal Primary Education is one of the focuses of the Commonwealth's education programme 2003-2006.
A quality early childhood education system offering quality learning opportunities for children is the foundation for all other levels of schooling. Research reinforces the view that children who receive appropriate early childhood education are less likely to repeat grades and to drop out of school at a later stage.
This is the first in a series of publications on Good and Promising Practices in Achieving Universal Primary Education (UPE) being produced by the Commonwealth Secretariat's Education Section in conjunction with Ministries of Education and civil society partners.
